The World Health Organization (WHO) and its partners have launched a new strategy aimed at improving the availability, affordability, and quality of essential cancer medicines for children, particularly in low- and middle-income countries (LMICs). The strategy, titled “Closing the childhood cancer survival gap through sustainable access to medicines: market shaping strategy 2026–2030,” was released on September 15, 2026, during Childhood Cancer Awareness Month.

An estimated 400,000 children develop cancer each year, but access to treatment remains uneven across countries. WHO said that although the Global Initiative for Childhood Cancer has helped strengthen childhood cancer care in 90 countries since 2018, a child's chance of survival continues to be strongly influenced by where they live and whether essential medicines are consistently available.

A baseline assessment conducted across 12 countries before the Global Platform for Access to Childhood Cancer Medicines was launched found that only about 45% of essential childhood cancer medicines were available across the 51 hospitals assessed. Nearly half of the hospitals had experienced medicine stock-outs lasting at least one month during the preceding year, despite the medicines appearing on procurement lists or hospital records.

The new strategy identifies two major market-related challenges: a limited and concentrated supplier base for essential childhood cancer medicines and fragmented, underfunded demand. These conditions can create uncertainty for manufacturers and contribute to supply interruptions and difficulties in maintaining reliable access.

To address these challenges, the strategy outlines 10 interconnected interventions. Early measures include expanding the number of quality-assured suppliers, combining demand through pooled procurement, publishing demand forecasts, and using volume guarantees. These measures are intended to create more predictable market conditions and support a more sustainable supply of medicines.

The strategy also includes measures related to regulatory reliance, inclusion of childhood cancer medicines in nationally financed health benefit packages, and voluntary licensing for newer therapies. Together, these approaches are intended to address barriers across different stages of the medicine supply chain.

The Global Platform for Access to Childhood Cancer Medicines has already begun implementing some elements of the strategy. In August 2026, WHO published its first expression of interest, inviting manufacturers to submit childhood cancer medicines for WHO prequalification. WHO expects this process to support national product registration, broaden the supplier base, and reduce regulatory barriers while improving access to quality-assured and child-friendly cancer medicines. The Global Platform is also working with 12 governments to establish more predictable and sustainable medicine markets. The participating countries are Ecuador, El Salvador, Ghana, Jordan, Moldova, Mongolia, Nepal, Pakistan, Senegal, Sri Lanka, Uzbekistan, and Zambia. Additional countries are expected to join, with further onboarding planned for 2027.

The Global Platform was conceived by WHO and St. Jude Children’s Research Hospital in 2021, in collaboration with UNICEF and the Pan American Health Organization (PAHO) Strategic Fund. It supports countries with medicine selection, treatment standards, demand consolidation, and information systems for monitoring access to effective childhood cancer care.

The new strategy places governments at the center of efforts to improve medicine access while bringing together manufacturers, procurement organizations, civil society, healthcare institutions, and affected families. WHO said the market-shaping approaches being developed for childhood cancer medicines could also provide lessons for improving access to medicines for other noncommunicable diseases. The 2026–2030 strategy therefore focuses not only on increasing the supply of medicines but also on creating more predictable, sustainable, and quality-assured markets so that children diagnosed with cancer can obtain the medicines required to complete treatment, regardless of where they live.
