On September 10-11, 2026, the Indian Pharmacopoeia Commission (IPC) held a two-day national conference on "Quality and Safety of Biosimilars: Strengthening India's Biopharma SHAKTI Vision" at C-CAMP in Bengaluru. The conference drew around 160 participants from regulatory authorities, the pharmaceutical and biopharmaceutical industries, academic institutions, research organisations, and other stakeholders working to develop and regulate biosimilars. During the conference, the talks revolved around the scientific and regulatory issues faced in achieving the quality, safety, and reliability of biosimilar drugs. The key topics were pharmacopoeial regulations, critical quality characteristics, analytical characterisation, assessment of comparability, immunogenicity, pharmacovigilance, and changes in regulatory requirements. These matters matter because biosimilars are biotechnology-based products that require extensive analytical and clinical evaluation to demonstrate similarity to the originator biologic product.

One major development during the conference was the introduction of the Indian Pharmacopoeia Reference Substance (IPRS) for Enoxaparin Sodium for use in bioassays. Enoxaparin sodium is a type of low molecular weight heparin anticoagulant used both prophylactically and therapeutically in thromboembolic disorders. The purpose of this reference substance is to provide laboratories with an authenticated material that can be used in bioassay tests, allowing for better biological activity evaluations.

This initiative also marks an attempt to strengthen the domestic drug quality system in India, which includes improving access to authenticated reference materials needed for any specialised testing. The IPC arranged this event along with the Indian Drug Manufacturers’ Association (IDMA). The BIRAC was the knowledge partner, and the C-CAMP, along with the Karnataka Drugs and Pharmaceuticals Manufacturers’ Association, was associated with this event. The event attracted a number of experts from IPC, WHO, USP, state regulatory authorities, BIRAC, C-CAMP, IDMA, and other people from the pharmaceutical industry to discuss various technology-related subjects, including analysis, regulatory science, pharmacopoeial standards, innovation in biologics, and safety monitoring.

During the event, a panel discussion was also held regarding the ways that could help in improving the biosimilars ecosystem of the country. Some of the ways discussed included better quality-assurance systems, scientific know-how, analytical capabilities, and regulatory harmonisation.

Dr. V. Kalaiselvan, who is the Secretary-cum-Scientific Director of IPC, emphasised that the analytical assessment should be reliable. It was also pointed out that better standards in relation to pharmacopoeia, safety monitoring, and regulatory cooperation should be ensured. Finally, the conference pointed out that operators, regulators, and scientists should stay united in improving the capacity of our country's biopharmaceutical industry.
