India has developed into a major global vaccine manufacturing and supply hub, with expanding capabilities in vaccine research, biotechnology and epidemic preparedness, Union Minister of State for Science & Technology Dr. Jitendra Singh said at a high-level reception hosted by the Department of Biotechnology (DBT) and the Coalition for Epidemic Preparedness Innovations (CEPI) in New Delhi.

The event brought together CEPI leadership, policymakers, scientists, industry representatives, and other stakeholders working in vaccine development and epidemic preparedness. India has been a founding member and long-standing partner of CEPI, with the latest meetings of its Board and Investors Council in New Delhi marking a renewed phase of collaboration after a decade.

According to the Minister, India’s biotechnology sector has expanded considerably over the past decade. The country's bioeconomy reached USD 195.3 billion in 2025, growing 18% year-on-year, while its biotech startup ecosystem grew to 11,855 startups, including 1,780 new startups established during 2025. The biopharma segment contributes nearly 30% of the country's bioeconomy.

India's vaccine capabilities have also expanded beyond large-scale manufacturing. The country currently supplies vaccines to more than 100 countries and, according to the PIB release, accounts for nearly 60% of global vaccine production and supplies more than 65% of WHO's routine immunisation requirements. The COVID-19 pandemic further demonstrated India's ability to develop and manufacture vaccines while supplying them to other countries.

Dr. Singh highlighted India's diverse disease landscape as an important opportunity for vaccine and biomedical research. The country faces a combination of communicable diseases alongside increasing non-communicable and metabolic conditions. This provides researchers with opportunities to study pathogens, disease patterns, and emerging health threats while developing new preventive and therapeutic technologies.

An important component of India’s collaboration with CEPI is the DBT-BIRAC-CEPI partnership, which focuses on strengthening research and development for vaccines against emerging infectious diseases. The partnership, first established in 2019, was renewed in September 2025 for another five years. The India-centric Ind-CEPI Mission, implemented through BRIC-THSTI and BIRAC, has supported several vaccine development programmes.

These efforts have included GEMCOVAC-19, India's first mRNA COVID-19 vaccine to receive Emergency Use Authorisation, as well as a Chikungunya vaccine candidate currently in Phase II/III trials. Multivalent self-assembled nanocage technology-based candidates targeting Monkeypox and pan-sarbecoviruses are also undergoing advanced preclinical development.

India's research infrastructure has also become part of CEPI's international preparedness network. The BRIC-THSTI Bioassay Laboratory has been recognised as one of CEPI's 17 centralised network laboratories and has supported eight vaccine candidates at different stages of development. The laboratory has tested more than one lakh samples for vaccine development, while BRIC-THSTI's animal facility is part of CEPI's preclinical network.

The partnership has additionally focused on strengthening scientific and clinical-trial capacity. Advanced vaccinology courses have been conducted through BRIC-THSTI and CEPI, while the PACT programme has provided online training to more than 2,400 participants from 14 countries.

The next phase of India-CEPI cooperation is expected to focus on next-generation and pan-pathogen vaccines, advanced biomanufacturing and stronger national and international research networks. The collaboration aims to translate India's research capabilities, manufacturing capacity and scientific expertise into solutions that can support preparedness against future epidemics and pandemics.
