Under the new rules, any student who joins an MBBS or BDS course but withdraws on or after December 15, 2026 — three days before the December 18 deadline set by the Central Regulatory Authority — will be barred from applying for MBBS/BDS admission in Haryana for the next three years and required to pay a Rs 10 lakh bond. This penalty applies uniformly across government, government-aided, and private institutions, including seats filled under the Management Category.

Students are required to execute this bond, along with two sureties on a stamped, magistrate-attested document, at the time of admission, committing not to leave the course before completion. Institutions have been given the authority to recover the bond amount from students who default, following due procedure.

Students at private institutions who withdraw midway face an additional financial burden: they must pay the full course fee for the academic year in which they leave, plus 50% of the following year's fee, on top of the Rs 10 lakh bond.

In government medical and dental colleges, 15% of seats will be filled under the All India Merit Category based on NEET UG 2026 rank, with the remaining 85% filled through the Haryana State Merit Category. At private colleges affiliated with Pt. B.D. Sharma University of Health Sciences, Rohtak, seats are split evenly — 50% State Quota, 50% Management Category — with the NRI quota (15% of total intake) carved out from the Management Category share. 5% of State Quota seats are reserved for candidates with benchmark disabilities, in line with the Rights of Persons with Disabilities Act, 2016. For this session, only disability certificates issued by the NTA-notified Medical Assessment Board will be accepted.

Colleges affiliated with private universities — including SGT University, Maharishi Markandeshwar University, Al-Falah University, and Sanskaram University — will follow seat distribution under Section 35 of the Haryana Private Universities Act, 2006. Pt. B.D. Sharma University of Health Sciences, Rohtak has been authorised to conduct centralised online counselling based on the NEET UG 2026 merit list, covering all government, government-aided, and private institutions in the state, including those under private universities. Candidates must register online, and provisional seat allotment carries no legal right to the seat until in-person document verification is completed before the Admission Committee. If seats remain vacant after the first two rounds, they move to a third and subsequent mop-up rounds as per central and state guidelines.

Counselling registration fees are set at Rs 2,500 for the unreserved category, Rs 1,250 for SC/BC/EWS/PWD candidates from Haryana, and Rs 10,000 for the NRI category. Private institutions must additionally deposit a processing fee of Rs 2,000 per sanctioned seat. Admission under the NRI category (covering NRIs, OCIs, PIOs, and foreign nationals) will be based on NEET 2026 merit, with preference given first to NRIs/OCIs/PIOs originally from Haryana, followed by other applicable categories. Vacant NRI seats will first go to eligible foreign nationals, and if still unfilled, will convert to Open Category or Management Category seats. Tuition fees for NRI-category candidates must be paid through an NRE, NRO, or foreign bank account.
