The World Health Organization (WHO) has appointed Dr Vanessa Kerry as the WHO Director-General’s Special Envoy for Health Resilience, expanding her previous work as the organization's first Special Envoy for Climate Change and Health. In her new role, she will support global efforts to strengthen health systems so they can remain functional during routine pressures as well as major challenges such as climate change, health emergencies, funding disruptions, and other emerging threats.

Dr Kerry will work with governments, development partners, multilateral organizations, civil society, and the private sector to promote stronger and more integrated health systems. Her responsibilities will include advocating for sustainable health financing, supporting resource mobilization, and encouraging greater coordination among global health partners so that investments and programs are better aligned with national health priorities.

A key focus of the new role will be strengthening health systems as part of efforts to achieve universal health coverage. This includes encouraging countries to increase domestic resources for health and invest in essential areas such as healthcare workers, infrastructure, and long-term financing. WHO also intends to promote country-led approaches that can reduce fragmentation across global health programs and create more coordinated health systems.

Climate resilience will remain an important part of Dr Kerry’s work. Building on her previous WHO appointment, she will advocate for health systems that can withstand the growing pressures associated with climate change while continuing to provide essential services. The broader resilience agenda will also consider sudden disruptions, including pandemics, health emergencies, and changes in health funding.

WHO Director-General Dr Tedros Adhanom Ghebreyesus said the appointment represents a continuation of Dr Kerry’s work in strengthening health-system resilience and addressing climate change as a health issue. He highlighted the importance of financing, partnerships, and integrated approaches in helping countries prepare for future challenges.

Dr Kerry said resilient health systems cannot be developed only in response to individual crises. Instead, she emphasized the need for sustained investment in the healthcare workforce, financing, and infrastructure, with systems designed and maintained according to countries’ own long-term priorities.

The appointment comes as health systems worldwide face increasingly interconnected pressures, including climate-related risks, infectious disease outbreaks, workforce shortages, financing constraints, and growing healthcare demands. By placing health resilience within a broader health-system agenda, WHO aims to support countries in developing systems that can deliver routine care while remaining prepared for future shocks.
