The Third BIMSTEC Conference on Traditional Medicine Knowledge, Genetic Resources and Intellectual Property Rights began in Goa on September 16, bringing together experts, government representatives and policymakers from the seven BIMSTEC member countries to discuss the protection, documentation and responsible use of traditional medicine knowledge. BIMSTEC stands for Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation.

The two-day conference is being organised by the Ministry of Ayush, with the All India Institute of Ayurveda (AIIA), Goa, serving as the nodal institute. The event is being held alongside the Second Meeting of the BIMSTEC Nodal Group on Traditional Medicine Knowledge, Genetic Resources and Intellectual Property Rights. The conference is scheduled to conclude on September 17.

The conference is examining how traditional medicine knowledge can be documented and protected while allowing legitimate research and innovation. Discussions are also addressing genetic resources, intellectual property rights, access and benefit-sharing, prior informed consent, and community rights.

During the inaugural session, Monalisa Das, Joint Secretary, Ministry of Ayush, highlighted the role of the BIMSTEC Task Force for Traditional Medicine (BTFTM) in strengthening regional cooperation. Areas identified for collaboration include research, education, capacity building, standardisation, pharmacopoeial development, regulatory cooperation and knowledge exchange.

Prof. Vaidya P.K. Prajapati, Director, AIIA, noted that the BIMSTEC region has diverse traditional medicine systems, biological resources and community-based knowledge developed over generations. The conference is seeking a collaborative approach that can support conservation while protecting community interests through mechanisms such as prior informed consent, mutually agreed terms and equitable benefit-sharing.

BIMSTEC's existing cooperation framework already identifies traditional medicine as part of its health-sector collaboration. The BIMSTEC Task Force on Traditional Medicine coordinates this work, while India has proposed hosting a BIMSTEC Centre of Excellence in Traditional Medicine to promote cooperation in traditional medicine, research, education and protection of traditional knowledge.

One of the themes explored in the conference is the Traditional Knowledge Digital Library (TKDL). Discussions revolve around issues of controlled documentation of traditional knowledge and protection of traditional knowledge from the unsolicited claims of different types of intellectual property, as well as the potential applicability of the TKDL experience in other BIMSTEC countries.

The conference also tackles the use of artificial intelligence in traditional knowledge documentation and issues regarding intellectual property and ethics. These discussions are important since there is an increase in traditional knowledge being digitised and used for research purposes, while there is still a lack of clarity in the matters of traditional knowledge ownership and consent to the use of the data as well as benefit-sharing issues.

Representatives from Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand are attending the conference to share their national policies, legal frameworks and experience regarding traditional medicine, genetic resources and intellectual property. The Second Meeting of the BIMSTEC Nodal Group is discussing issues related to regional cooperation, capacity building, networks of experts, standards for documentation, data management and ways for continuing collaboration. The conference forms part of the larger BIMSTEC effort to enhance regional cooperation in the field of health as well as traditional medicine. The earlier meeting on Traditional Medicine Knowledge, Genetic Resources and Intellectual Property Rights was organised by Sri Lanka in August 2025, while the third conference is proposed to be organized by India in 2026.
