Government hospitals across Bihar have been directed to ensure 100% digital registration of patients in outpatient departments (OPDs) as the state expands the use of digital systems in public healthcare facilities. The direction was issued during a review meeting chaired by Bihar Health Secretary Kumar Ravi, with officials asked to strengthen the use of digital registration and electronic health records. Digital OPD registration means registering a patient for an outpatient consultation through an electronic system instead of relying on a manual or paper-based registration process. Under the directive, government hospitals have been asked to use ABHA-based registration and electronic health records (EHRs) for patients. The Health Department has also called for wider use of online consultation services and regular monitoring of doctors' digital attendance. For patients admitted to inpatient departments, registration through the BHAVYA portal has also been made mandatory. The initiative builds on Bihar's existing digital health infrastructure. The State Health Society's official portal lists Sanjeevani for patient IPD/OPD registration and also provides an online OPD registration facility.

Digital OPD registration is also part of a broader national shift towards electronic healthcare services. Under ABDM's Scan and Register service, patients can scan a QR code at participating facilities through an ABDM-enabled personal health record application and use their ABHA profile for OPD registration. The National Health Authority reported in August 2026 that Bihar had recorded more than 7.30 crore such transactions.

The review meeting also covered patient referrals from government hospitals. Officials were instructed to reduce avoidable referrals and ensure that patients are transferred to higher centers when specialised treatment or facilities are genuinely required. Maternal and child healthcare was another area discussed, with directions to strengthen measures for preventing deaths and address negligence where identified.

The state also reviewed plans to upgrade district hospitals into super-speciality centers and develop community health centers as specialized treatment facilities. Progress of the TB-Free Bihar and Anemia-Free Bihar initiatives was also assessed during the meeting.

Surgical services at district hospitals were reviewed as well. According to the data presented during the meeting, 2,428 surgeries were performed in June 2026, 5,650 in July, and 8,209 in August. Under Ayushman Bharat, surgery claims increased from 1,000 in June to 1,331 in July and 1,626 in August. The Health Department has additionally directed officials to complete repair and improvement works at government hospitals by October 31. The program covers district, sub-divisional, referral, community health, and primary health facilities across the state and includes improvements to waiting areas, nursing desks, toilets, drinking-water facilities, painting, and minor repairs
